pirates. and he's a happy groom. good morning i'm mara schiavocampo. the obama administration knew for three years that millions of americans would not be able to keep their health insurance. one of president obama's key selling points for his new health care law. >> if you got health insurance, it doesn't mean a government takeover. you keep your own insurance. if you like your plan you can keep your plan. >> but four sources deeply involved in the affordable care act tells nbc news between 50% and 75% of americans can expect a cancellation letter over the next year. that's because their existing policies don't meet the standards mandated by the new health care law. 2010 obama care regulations also cite a normal turnover in the insurance market.

germans are really upset about this. they are calling for an investigation. there are eu representatives here in washington asking questions about why the united states would be tapping phones of friendly countries of its allies particularly in europe. germany say it's illegal and they want to know more about what's happening. president obama says that even though the white house said he didn't know about it until recently but the president says the buck stops with him and he wants to know what's going on and specifically who we've been spying on. now we may get some answers on that today. the house against committee hears from intelligence officials. diane feinstein says with respect to nsa collection of intelligence on leaders of u.s. allies, let me state unequivocally i'm totally opposed, i do not believe the united states should be collecting phone calls or emails of friendly presidents and

families in this area, thousands across the region still living in trailers, makeshift trailers of shells what used to be their homes. a lot complaining of government red tape when it comes to funding or fighting their insurance companies and many beginning to wonder how long they can hang on. it's a fight that will continue. we do know yesterday the government approved a new $5 million to when the recovery here. jay gray in seaside heights. turning to texas now where abortion clinics facing closure will be open today after federal court struck down key parts of a tough new law. many estimated the new rules could have closed 1/3 of the state's clinics. a judge say many parts of the law put unnecessary burdens on providers and patients including a requirement that doctors have admitting privileges at nearby hospitals.

allied leaders was taking place. which is worse. the nsa is operating without his approval or he did know and lying. >> i'll go with number one. it's a plausible deniability. our spies want to gather this information, we want them to do it but you got to isolate the president a little bit from some of the specific methods that is used to gather. so he can then later say hey i didn't know about that. >> now we're now hearing the president may stop any kind of spying against leaders of our allies. we know spying takes place. what kind of effect could this have? >> first of all be suspicious of any blanket saying we'll never do it again. because you know they want to do it again. you got to be very careful the tense is here is right. jay carney's announcement we don't do it now, we didn't do it before. english teachers across america are smiling at that lesson.

they never said we will never do it again or never did it in the past. >> i want to switch gears to obama care. the white house has been facing a lot of criticism over the roll out and the problems they are seeing. what are the consequences if they don't get this fixed soon. >> they have three or four weeks. you can't ask american people to do something they can't do. you are in this case and i know those bites you were playing earlier, the president saying you won't have to lose your insurance, you don't want to hand your enemies sound bites that they will beat you over the head later. get it cleaned up in the next couple of weeks. >> do you think that's the time we're talking about weeks not months? >> it's a few weeks. the president is saying by the end of move to. if they can pull that off probably we'll judge this plan on whether it provides better health care for americans and not the commuter glitches. boy, if it goes into december
